The late NuroolQuader Khan was the pioneer of the readymade garment industry in Bangladesh. He had a vision of how to transform the country. In , he sent trainees to South Korea where they learned how to produce readymade garments. With those trainees, he set up the first factory "Desh Garments" to produce garments for export. Following their footsteps, other prudent and hardworking entrepreneurs started RMG factories in the country.

GEAR builds on a successful pilot that trained female sewing operators and other workers in 28 factories. An assessment of the pilot showed that 60 percent of the trainees received a promotion offer within weeks of completing the training.

The program also boosted productivity: efficiency gains rose on average five percentage points on production lines led by trained supervisors. Two horrific accidents in the garment industry led the country to improve safety conditions. Those initiatives, plus others, have helped make the industry more attractive to foreign investors.
